Salisbury Steak with Mushroom Gravy & Buttered Peas with Shallots

1/3 cup finely diced onion
1/2 teaspoon black pepper
1/4 teaspoon salt
2 garlic cloves, minced
1 pound ground sirloin
Cooking spray
1 tablespoon butter
8 ounces button mushrooms, sliced
1/3 cup dry red wine or beef broth (I went with broth)
1 1/4 cups fat-free, lower-sodium beef broth
1 tablespoon all-purpose flour
1 teaspoon red wine vinegar
