1 cup granulated sugar
2 teaspoons baking powder
1/2 teaspoon salt
1 teaspoon vanilla extract
1/2 teaspoon cinnamon
2 eggs
1/2 cup (4 ounces) milk
2 cups (8 1/2 ounces) white whole wheat flour or all-purpose flour (spoon into cup then level off)
2 cups (12 ounces) semi-sweet chocolate chips
coarse sparkling sugar, for topping
