For malpua batter :
1 cup All purpose flour (maida)
3 tsp mawa (khoya) or milk powder
1/2 tsp cardamom powder
2 cup milk
a pinch of salt
1 tsp fennel seeds (saunf), crushed
1/2 cup ghee (for frying), you can also use oil
