Combine khoya, maida and milk powder and make dough. Make small size balls, deep fry them till they turn golden brown color.
Mix sugar in water, add cardamom and let it boil to make thin sugar syrup.
Immerse the above khoya balls in the sugar syrup.
Serve it hot or cold.

Maida/ All Purpose Flour - 20 grms
Oil - For Frying
Sugar - 500 grms
Water - 250 ml
Cardamom - 1 tsp
