In a bowl, stir in the flour and salt.
Add in the butter and mix it thoroughly with your hands, just like making a dough. When the dough holds together, place in the refrigerator for about 10 minutes.
After 10 minutes, remove the flour mixture from the fridge, add in the water and stir it thoroughly until the mixture comes together.
